Terms of Reference
To exercise all the Police Authority's powers and duties in relation to:
- appointments to and conditions of service (including pay) for the posts of Chief Constable, Deputy Chief Constable, Assistant Chief Constable, Chief Executive, Treasurer and Deputy Chief Executive;
- all matters relating to staffing in the Police Authority Office including:
- deciding grievance, disciplinary and other appeals
- scrutiny of management information on sickness absence, PDR completion, Health and Safety incidents, diversity and use of HR procedures;
- all matters relating to the discipline of chief officers, including suspension;
- the selection process for the Standards Committee independent members (other than the decision to appoint which will be made on the Committee's recommendation);
- appointments of members of the Police Authority from shortlists provided by the Independent Member Selection Panel;
- the terms of reference of the Remuneration Sub-Committee;
- all equalities and human rights issues arising out of these terms of reference;
- such other matters as may arise from time to time with regard to the appointments referred to in (a), except that any decisions of a strategic or policy nature or for which no budgetary provision exists shall be referred to the Police Authority.
