Terms of Reference
To exercise all the Police Authority's powers and duties in relation to:
- consideration annually of strategic capital plans particularly in respect of:-.
- property and estates;
- information technology (hardware and software);
- fleet (including vehicle replacement policies);
- consideration of the Capital Asset Management Plan for recommendation to the Police Authority;
- monitoring and review of the Capital Asset Management Plan;
- capital programme preparation (but not approval of), monitoring and control;
- compliance with the Prudential Guidelines;
- consideration of all new capital project proposals as part of the annual expenditure round and formulation of recommendations to the Finance Committee and/or Police Authority;
- consideration and approval of proposed capital acquisitions and disposals (for capital projects or freehold properties over the value of �100,000 or leasehold properties over a total rental value of �100,000 over the term of the lease) ensuring that such approval accords with decisions of the Finance Committee and/or Police Authority;
- monitoring the development, implementation and completion of capital projects in accordance with the approved capital programme;
- consideration of such other capital related issues as may arise from time to time and taking decisions in relation to them within the provisions of the capital programme approved by the Police Authority.
