Terms of Reference
To exercise all the Police Authority's powers and duties in relation to:
- medium term financial planning;
- budget preparation (but not approval) in accordance with policy directions from the Police Authority;
- value for money and monitoring of efficiency plans and targets including agreeing the value for money statement to be included in the Policing Plan;
- the Police Authority's corporate budget, Police Authority office budget and custody visitors' budget;
- budget monitoring and control;
- capital programme preparation (but not approval), monitoring and control;
- compliance with the Prudential Guidelines;
- the statement of accounts;
- treasury management;
- accounts for write-off;
- national financial matters;
- responding to consultation documents from outside bodies on financial and science and technology issues;
- the terms of reference of the Capital Asset Management Sub-Committee;
- all equalities and human rights issues arising out of these terms of reference;
- all sustainability issues arising out of the above;
such other financial matters as may arise from time to time, except that any decisions of a strategic or policy nature or for which no budgetary provision exists, must be referred to the Police Authority but the Committee may approve revenue expenditure virements and capital funding not otherwise authorised in circumstances where it would not be prudent to delay such approval to the next meeting of the Police Authority and the purpose of the expenditure is consistent with the Policing Plan.
