Terms of Reference
To exercise all the Police Authority's powers and duties in relation to:
- monitoring the work of the Force's Professional Standards Department;
- ensuring that the lessons learnt from complaints and claims lead to improvements in service;
- monitoring the Force's recordable complaints procedures and working with the Force to improve relevant processes;
- monitoring the handling of reports, allegations or complaints against chief police officers and ensuring that lessons learnt lead to improvements in service;
- monitoring how complaints about the direction and control of the force are dealt with and working with the Force to improve relevant processes;
- monitoring how service complaints are dealt with and working with the force to improve relevant processes;
- monitoring how civil claims brought by members of the public are defended or settled and working with the Force to improve relevant processes;
- monitoring civil proceedings and ensuring that lessons learnt are implemented by the Force;
- monitoring ex gratia payments made by the Force to third parties;
- monitoring the application of Conduct Regulations and the work of the misconduct panels;
- the appointment of independent members on misconduct panels;
- the Independent Police Complaints Commission;
- all equalities and human rights arising out of these terms of reference including monitoring of Force compliance with the Human Rights Act:
- such other matters relating to professional standards, complaints and claims as may arise from time to time, except that any decisions of a strategic or policy nature or for which no budgetary provision exists, must be referred to the Police Authority;
- nominating three members for potential appointment to Police Appeal Tribunals (the Chief Executive has delegated authority to appoint from the three nominees).
