REPORT OF THE CLERK

STRATEGIC PRIORITIES FOR THE POLICE AUTHORITY


Purpose of report

1.
To assist members in reviewing their strategic priorities for the business year
2007/08.

Priority Review

2.
The following revised priorities are put forward following a discussion at the
informal meeting on 27 April. A copy of the priorities agreed by the Authority
for 2006/07 is attached to help members form a view on how they should
evolve for the forthcoming year.
Revised Priorities for 2007/08

Performance
Improvement
To continue our support for the Constabulary in driving up performance
with the aim of the force reaching the MSF top quartile this year on the
strength of its detection rates.

To take every opportunity to make the case for a more equitable
funding settlement for the Constabulary.
Citizen focus/community engagement
To work with the Constabulary in improving the quality of policing
experienced by the public.

To help ensure effective implementation of neighbourhood policing
which is responsive to the needs of all diverse communities.
Equality of opportunity
To successfully implement the equalities legislation for disability,
gender and age.

To ensure the equalities implications of all areas of business, whether
conducted at Authority, committee or sub-committee level, are fully
recognised and properly taken into account.

Improved Partnership Working
To continue to develop and engage effectively with partners to secure
a joined-up approach to the provision of community safety.

To work with the Constabulary and others in the region to develop
appropriate governance arrangements for Counter Terrorism and other
major projects and, generally, to continue to explore opportunities with
all partners for collaborating on areas of business where there is
mutual benefit.
Children and Young People
To identify the Authority's duties with regard to children and young
people and adopt a statement of how it will meet the objectives of the
`Every Child Matters' agenda, including member and officer training.

Police Authority Development Themes
To ensure that the objectives and actions flowing from these priorities
and the Authority's performance improvement plan, are reflected in the
personal workplans of staff in the Police Authority Office and are taken
forward in a professional and timely manner.

RECOMMENDATION

That the Authority considers adopting the above priorities for 2007/08.
