REPORT OF THE CHIEF CONSTABLE

HUMAN RESOURCE PLAN - 2004/05

PURPOSE

1. The purpose of this report is to invite members to agree the attached Human
Resources Plan.

BACKGROUND

2. In November 2002 the Home Office issued the document entitled Best Value,
Planning and Performance Measurement Guidance for Police Authorities and
Forces
. In respect of HR and Training Plans it said:
`Every police force is expected to prepare and maintain an annual costed
human resources plan agreed with the police authority. Linked to this should
be a training plan setting out how training will link with key operational
objectives and levels of staff competence. Separate guidance has been
issued on the content of local HR and Training Plans in HO Circular 18/2002
but it should be noted that the contents of HO Circular 18/2002 are not
statutory'.

THE CURRENT POSITION

3. The attached plan has gone through a number of iterations in its preparation and
has been the subject of extensive internal consultation during February 2004.

4. An early version of the plan was discussed at the HR working group meeting on
23 January and a later draft presented to the February meeting of BVACC,
following which members' comments have been incorporated. The BVACC now
commends it to the Authority.

RECOMMENDATION

Members are invited to adopt the attached HR Plan.
