AVON AND SOMERSET POLICE AUTHORITY
TRANSITION BOARD
TERMS OF REFERENCE
AIM
To oversee effective transition to the Office of the Police and Crime Commissioner
following the abolition of the Police Authority, subject to passage of the Police
Reform and Social Responsibility Bill.
To create the optimum working arrangements for the Office of the Police and Crime
Commissioner and the Office of the Chief Constable, balancing roles and resources.
PRINCIPLES
To plan and deliver an effective transition programme whilst recognising that the
effective delivery of Police Authority and Constabulary business remains
paramount
To defer activity where possible pending passage of the Bill in order to minimise
unnecessary work and duplication, whilst proceeding with high priority activities
that cannot be deferred
To be mindful of the existing challenges facing the Police Authority and
Constabulary during the current year in delivering the Change Programme, PFI
scheme and financial efficiencies
ROLE
To oversee the development and delivery of a Transfer Scheme subject to Police
Authority and Home Office approval and ensure that staff are appropriately
briefed and consulted throughout the process
Oversight and interpretation of provisions of the Bill and guidance emerging from
national workstreams
Identification and management of key issues and risks with respect to transition
arrangements and stakeholder engagement
Commissioning of Task and Finish Group/s to take forward work with respect to
transition arrangements and oversight of their work
All other steps necessary to effectively manage the transition from the Police
Authority to the Office of the Police and Crime Commissioner

OUTCOMES
Preparation of a Transfer Scheme for Police Authority and Home Office approval
and oversight of implementation
Oversight of arrangements for Police and Crime Commissioner Elections and
establishing Police and Crime Panels
o
Liaison with returning officers on arrangements for election of the Police
and Crime Commissioner
o
Arrangements for briefing Police and Crime Commissioner candidates
o
Monitoring of candidates' manifestos and campaigns and highlighting
issues of legal concern to the returning officer
o
Liaison with Local Authorities on establishing the Police and Crime Panel
Oversight of regional response with respect to collaboration and Strategic
Policing Requirements
Ensuring that planning and budget setting for 2012/13 take account of changes
arising pending passage of the Bill
Development of a Governance Statement and Scheme of Delegation to reflect
the provisions of the Bill once Royal Assent is gained with respect to:

Protocol between Police and Crime Commissioner and Chief Constable

Police and Crime Panels
o
Collaboration
o
Handling of complaints
o
Relationship with the CJS and other partners
